I can not import nurture components solution (CoE Starter Kit)

I have already set up core components and governance components in solutions.

But i would like to set up nurture components , i can't imported "CenterofExcellenceNurtureComponents_2.2_managed.zip" in solution. 
Error : Solution "Center of Excellence - Nurture Components" failed to import:
As log file , The dependent component Entity (Id=admin_coesettings) does not exist. I have check in solution and it not exist.

I think this entity should import while set up core components but it not imported.

Anyone can help me , i stuck this issue for 2 days TT

If you are using trial license, this could happen. Install the solution without the dataflow. The steps are below. It worked for me.
