We are moving our default environment to another region and need to manually clean up the existing default. We need to review and backup the Flows and Canvas apps from the default environment. The quirk is that there is a lot and they are not shared. It there a role that is not global admin that would let us see all of these?

Those roles do not help. Those roles cannot see non-shared apps and flows.
We finally tracked down a global admin who can help us.
Todd, I'd be interested in your experience with this, as I need to migrate from Europe to the UK region for the default environment, and it is looking pretty scary with Flows and apps in production usage needing to be moved.

We are still working on it but there is no way to migrate the data.
We decided to build a flow to export out all of the Canvas Apps and Flows and then communicate with the users to tell them that they will have to import them back in.
Not many options.
