The authorization scope of "Power App per user plan" includes the premium connectors, so the answer is YES
2\Yes,No
Only users with specified licenses can use premium connectors.Therefore, to use an app with an premium connector, the person must have the corresponding license.
O365 license does not include premium connectors, so the answer is No.
