I've read many articles related to upcoming changes in licesning (escpecially to new admin role as replacement to P2) and powerplatform admin center.
Now new PP admin center is already available, but I couldn't find how one can become PowerPlatform service admin.
Who needs to enable that role, where?

The role required is already there in the security system. Its the System Administrator role. Its just that in the past you needed to be both a member of that role in CDS and have a P2 license. The role is now all that's required.
What I was actually looking for was Power Platform Admin that gives user access to all resources in Dynamics, Power Automate and Power Apps. That can be enabled under the roles of person in admin.microsoft.com portal.

Thanks @Pstork1 , does that mean I'll be System Administrator for PowerPlatform only (PA, Flow, PBI) or does that include any other service as well?
Right now its the same role being used for System Administrator in Dynamics. I'm not sure it affects PowerBI, but it would cover PA, Flow and any Dynamics products you own.
