No, the data is still stored in the data source side. Like if it's a SharePoint online list, then the data is stored in Office 365. If it's on-premise SharePoint server, then the data in stored in the local SharePoint server. PowerApps only connects to the data source, it does not store the data.

If PowerApps is stored on the Microsoft Servers and the data itself is stored in the App,
that means that my data is on the Microsoft Server (during runtime) as well. Correct?
Is it possible to run PowerApps on a local enviroment?
So no data is stored on the Microsoft-Servers?

So if I have a mobile / cell phone and the PowerApp has ClearCollect(myCollection,'mySharePointList') where is myCollection stored ?
Is myCollection stored with the PowerApp in Azure or is myCollection stored on the mobile / cell phone ?
