I have created an app using PowerApps with data source as SharePoint Online list. Now, for sharing the app with multiple internal users, should i also share the SharePoint site to all those users with enough rights to submit the record?

Do you share a canvas app (which uses a SP list as data source) with multiple users in your Organization?
Firstly, the answer to your question is YES. If you want these users you shared your app with to have permisson to submit records to your SP list data source, these users must have edit permisson to your SP list at least.
On your side, you could consider take a try to add these users into your SharePoint Members Group (which has Edit permisson to all lists in your corresponding SP site😞
In addition, you could also consider take a try to create a new SharePoint Group with enough permission (Edit permission at least) within your SP Site, then add these users into this new group.

Since this sounds like a stand alone PowerApp with a SharePoint backend you will have to give the users access to both the PowerApp and the SharePoint site/List. If the the PowerApp is creating items in the SharePoint list then the user needs at least Author access in SharePoint or the list if you have broken inheritance.
