SharePoint "Reverse" security Requirement

I'm working with a Power Apps Portal/SharePoint/Dataverse integration with an interesting security requirement. 

 

I need to be able to allow anonymous portal users to upload files into a SP folder from the portal (got that part set up), however, because of business requirements surrounding an internal review processes, these file folders should be locked from any internal users until a later specified date. An automation will then, in theory, move the files from the secured/locked SP folder they were uploaded into and place them into a 'Mirrored' folder that will be accessible by internal users for their review.

 

I am very new to SP and have not been able to get a great grasp on the security customization in this short time. Any help or ideas are appreciated.
