I am new to administering PowerApps.
In the PowerApps Admin Portal, why is it that I do not see the 'Database' tab for some environments?
I expect it to be shown in the area highlighted in the screenshot below.
What am I missing here?

There are two parts you need to take a check:
1. License
Users with access to PowerApps through Office 365 and Dynamics 365 can't create or run apps against Microsoft Common Data Service databases.
2. Region
Currently, it's not possible to create a database outside your Azure AD region. It will be possible to create a database in a different region than your Azure AD home region soon, but for now, make sure you create a database in an environment that has the same region as your Azure AD home region.
