Users with sys admin roles only see their own records



I have two users who both of system admin access in a test environment. They share the same business unit and team (root parent). The issue is that when these users create a record in the standard contacts table they are only able to see the records they created and not what the other user created. When they create records in custom entities that I have created, they are able to see all records not just their own.


Is there a behavior of the standard contacts table (and standard tables in general) that segregates the data in this manner that isn't found in custom tables?
