Add additional business rules possibilities for sections and tabs

At the moment it is possible to create business rules in model driven apps, that are working with fields. Developers can already  change the behaviour of sections and tabs using JavaScript. 

Due to the No-Code Low-Code approach of the Power Platform it would be a benefit to allow those customizations, e.g. hidie/show; lock/unlock of sections or tabs based on business rules as well.
