Gallery Snapping Scroll

I would love to be able to control the snapping action of Gallery items so the user can't half way scroll to an item.  This is useful for full screen galleries like an image or in my case, a contact record.

This is marked as Completed but I can't find an option for this in the gallery properties. How do we enable this feature?
