Yes, business rules access should be extended to more than fields, such as components including sections, tabs and even forms, then it will become seamless picking the right form based on a record type. So for instance, in Accounts, I have added a custom field called Account Type (Customer, Supplier, Bank etc) and obviously the (default) form for a Customer should be different from the form for a bank or a supplier.
I know this can be done programmatically but remember, PowerApps are promised to be no-code low-code.
