Power apps Community plan for experienced unemployed individual users

Hi 

There is a lot of experienced professionals and individuals  who are unemployed who cannot use a "work" or "school"  email because they do not have one as they are currently unemployed

DOes Microsoft has any suggestions for such folks to use the Power apps Community plan for free?

I want to make a note, I have no problem in Salesforce  ( https://trailhead.salesforce.com) using my personal email address and using the SalesForce environment for the various tracks - Sales, Service and Marketing etc. Salesforce also allows us to keep and practice with multiple environments simultaneously. I have one developer sandbox and 2 other trailhead environments with my personal email which I can and do  use regularly for practice
