The ability to set permissions on who can create powerapps

Large corporations don't want all their users having access to create apps. We need the ability to control who has access to create powerapps to ensure they are going through the proper governance, security screening and there is support documentation just to name a few reasons.

It seems like that would defeat the whole idea of powerapps being for the average user to innovate and create.

We don't want everyone in our organization creating apps.  The app developer should be able to creat an app and deploy it enterprise wide as an anyonmous user or system admin.  If I create an app and leave, that app is removed from everyone it is shared with.  This is not a good strategy when developing apps for over 3,000 users.

but me thought also about this situation.

idea: it can handle by a flag, "productive system", so this app can not changed.

Hello Migrated_User. To manage who can create powerapps and flow in the central Admin go to Users >> Active Users >> License >> turn off the licenses that collaborators can not access.

If the license was removed, the user cannot run the apps created by PowerApps, right?
