filter the People Picker Drop down, and only display specific users within it

As of now PowerApss dosen't allow to limit users in a people picker drop down. We have concerns from users that they don't want to search for users in people picker field, rather they want it as drop down choice field with limited number of users so that they can able to select users out of those specific users only.
