PowerApps is not specific to Office 365, which is one of the primary reasons it is not integrated into the Office 365 admin center. Instead, has it's own admin functionality that applies to whatever subscription the user has.
Since no one else voted for this approach, I'm just statusing that I am ok accepting the current approach.

Security constraints and app open state implicated in this constraint. Since this did not get voted on by others, I am just statusing for myself and can live with this.
@archanan to update status.
May I ask for additional detail related to this idea:
-Are you saying that you would like to stop real time data updates during the build of an app only?
-Do you want the updates to only occur when you specifically press the play button - or would this configuration prevent run time updates completely until the app is published?
-What experiences will this ability improve for you?
Would love to understand your vision better. We really want to facilitate app building for everyone.
