Hi there, we have recently released a new AAD User virtual table in all versions of Dataverse that will allow you to pick from AAD users in your org and also use data related to the users. There are a few future enhancements to make to is like including Groups and Manager data but it provides a great start to meeting your needs.

In the new licensing model which is announced for Portals (https://docs.microsoft.com/en-us/power-platform/admin/powerapps-flow-licensing-faq#can-you-share-mor...), any number of portals can be created now without paying an instance fees and can be used for dev/test purpose. This provides the cheap dev/test option to customers as they can use these portals with minimum capacity.
