Offline mode for Power Apps model-driven apps is now available globally. More information can be found here.
This feature is on our roadmap but has been delayed. It is expected after October 2020.
The new Barcode scanner control is out, and we recommend it to anyone who needs to scan a barcode, QR code or data matrix codes on their mobile devices.

We're currently in the design phase. I'll leak that we're targeting a WYSIWYG editor, some new low-code capabilities for expressing business logic, and more that is too early to share.
I'm pleased to announce that screen targeting support (including "self") is now available in the Preview region and those on the Frequent refresh cadence in some regions. It is rolling out further over the next few days. You can tell if you have it if LaunchTarget is an available enumeration in your app:
The documentation has been updated with the details: https://docs.microsoft.com/en-us/powerapps/maker/canvas-apps/functions/function-param. To target a window, you will need to use a new record format for the Launch function which is explained in the docs.

Catching up to this discussion and updating the status. We are looking at adding additional auth models for SQL. In the meantime, as many posters have pointed out here, the solution is to create your app in an environment other than the default environment, where you can control who can build apps and thus reuse the connection. Separating apps by environments is a best practice regardless.
Regarding discussion here on using Gateways in the non-default environment, per comments here this is possible today by filiing a support ticket and giving us some context to evaluate the request.
In the new licensing model which is announced for Portals (https://docs.microsoft.com/en-us/power-platform/admin/powerapps-flow-licensing-faq#can-you-share-mor...), any number of portals can be created now without paying an instance fees and can be used for dev/test purpose. This provides the cheap dev/test option to customers as they can use these portals with minimum capacity.
