Hello Snowflake98,

To give users access to edit an app you will need to give them Co-Owner Rights on the app.

This can be done by anyone else who has Owner/Co-Owner Rights, or by an Administrator via the Power Platform Admin Center.

This Document goes over the steps of sharing a Canvas app in detail: https://docs.microsoft.com/en-us/powerapps/maker/canvas-apps/share-app

As for managing from the Admin center, as long as you have Admin rights to the environment in question or if you have Power Platform or Global Admin permissions you should be able to go in and share the app with a user

https://docs.microsoft.com/en-us/power-platform/admin/admin-manage-apps

The user now is the app owner, However, the edit link is still disabled. I checked the user role. She has "Common Data Service User" and "Environment Maker" roles. Does the user need other roles to edit the portal app?

Hello Snowflake98,

I am confused, is this a Power Apps Canvas App, PowerApps Model Driven App or Power Apps Portal you are trying to give edit rights to?

If it is a Canvas app, the information provided above should have resolved the issue and if not you will want to open a ticket with Microsoft Support for helping with confirming what is restricting their access. As long as they have Co-Owner Rights and access to create/edit apps via an environment maker role they should be able to edit the app.

If it is a model driven app then maybe there is a missing security role.

https://docs.microsoft.com/en-us/powerapps/maker/model-driven-apps/share-model-driven-app

Finally, if it is a portal app it will have some of the same checks where we need to confirm permissions

The tutorial is exactly what I was following:

https://docs.microsoft.com/en-us/powerapps/maker/portals/manage-existing-portals#share-with-internal...

I was stuck on step 1: 4. Set the privileges for all the entities used in your portal.

After creating a security role, which circles I should check. I don't want to check all options, which gives users too much permission. Which options should I choose for the security group for user to have least privilege for editing the power app portal.
