How to use a static pdf file in the portal link for download.

When the user will come into the portal, the user needs to select terms and conditions. On terms and conditions, I want to use a pdf file for download. When the user will click on that link it will download the file. How and where I can upload the file for the public download link?

Webfiles seems a suitable place for that. https://docs.microsoft.com/en-us/powerapps/maker/portals/configure/web-files .

You create a webfile for the site, put your pdf as an attachment and put somewhere a link to that file on your page, either in the header, footer or in special pages. Just add an href to the code should do the job.
