Portals - Using payment gateway to trigger increase in access privilege's

We would like to offer registered users of the portal an option to have paid access to greater functionality. The payment gateway would not have to be completely within the portal, but rather just communicate with it in order to confirm payment and trigger the permissions increase.

Questions:

1. Can page access be managed this way?
2. Have you seen anyone do this?
3. Is there any known shortcuts/solutions to this functionality?
