We have powerapps portal with internal and external users. We have enabled sharepoint integration, but external users can't see the sharepoint files.
Do these external users need access to sharepoint for this to work?

As far as I am aware, the answer is yes. Add your external users to your SharePoint site as a visitor or with relevant privileges according to your web role.
Note: Adding External users to the Modern SharePoint site will add them in your org AD as guest users.

That doesn't sound right at least when you have Dataverse and server side SharePoint integration.
External users can work with SharePoint without explicit permissions in SharePoint, server side integration solves that.
External users are created as Contacts in Dataverse only, not in SharePoint site or AD. Contact permissions (parental) to related Document Location apply in order to access documents.
