View Only for SharePoint integrated DL

Good afternoon all,

I am building out a PowerApps Portal for a customer and one of the requirements was to have View Only permissions for a Document Library connected via SharePoint Integration. 

Essentially they want to view the Document Library through the portal and verify that a specific file was uploaded but don't want that same user to be able to download the file.

I understand that I can set the List/Form to View only however, this still allows my test account to download the file saved in the DL. 

Is there a way to disable the ability for them to download the file?
