[BUG] - getResource returns undefined when used in local development

Hi all,

When I am trying to get images in local development using getResource function I am getting undefined instead of base64 string of an image. When I upload control to dynamics everything works just fine. Code that I use to get images I take from this sample component

@OOlashyn, getResource method is not yet supported in the test harness. We are hoping to include this support in one of the coming releases.

This should work, might be some recent regression, we re reviewing.
Additional we are adding default implementations for PCF APIs like Device API pickFile in this sample, so harness would be more closer to actual powerApps.
