Can we use Dynamics 365 Apps in a Developer Environment?

I want to build an app that extends the capabilities of D365 Sales. To build this, I need an environment with the D365 Sales entities as a prerequisite. Now I have a developer environment, but when I add a database, the option to "Enable Dynamics 365 Apps" is disabled.

Should we be allowed to add D365 Apps to a developer environment? If yes, why is it disabled? There is a message that "Dynamics 365 apps can only be enabled for your default region" but I think this is a erroneous message because this environment is in my default region. 

 

If adding D365 Apps to a developer environment is not supported, does that mean I must purchase a D365 Sales license to develop a D365 Sales add-on app? That seems shortsighted.

If you wish to extend the capabilities of D365 sales - then you will need install a Dynamics 365 trial instance at the very least - that has a different install process starting from www.dynamics.com

 

As an aside - if you want to build a solution that does not require a D365 license and just needs a far cheaper PowerApps license then I have an open source sales and customer service solution you can start from at https://github.com/BareBones-CRM/Core .
