I cannot find a definitive answer -- is it possible to build a PCF using a Macbook running Parallels?
If so, is there any helpful documentation to get started?

You can definitely use Parallels to build a PCF as it's just windows under a different skin - the most difficult bit will be installing the PCF Command line Interface from https://docs.microsoft.com/en-us/powerapps/developer/common-data-service/powerapps-cli which is a Windows msi install program.

@KickingApps- Office 365 CLI is cross platform. You can use that to create PCF on a Mac (https://pnp.github.io/office365-cli/cmd/pa/pcf/pcf-init/)
