Assistance needed understanding SQL query syntax in PAD Execute SQL command

I have FINALLY figured out how to connect to an Oracle DB using PAD, but now having issues with a query provided by our BI team. Can anyone provide details into understanding the syntax because I've changed out the single quotes for double and still get errors. 

 

SELECT XPPR.CHECK_NO,

  TO_CHAR(XPPR.VALUE, '99999999D99') CHECK_AMT,

  XPPR.SELECTED

FROM XXCA_PR_PAYMENTS_REC XPPR

WHERE 1=1

  AND XPPR.EFFECTIVE_DATE <= NVL('', '31-DEC-9999')

               AND XPPR.PROCESS_NAME = 'Check'

               AND XPPR.TAX_UNIT_ID LIKE NVL(TO_CHAR(''), '%')

  AND XPPR.CHECK_NO IN (690029, 690051, 690040,160039,160115,160128)

ORDER BY XPPR.CHECK_NO, XPPR.EFFECTIVE_DATE, XPPR.EMPLOYEE_NAME

Try two percent signs %% or if not escape it with \%.
