Constantly getting an error connecting to Cloud services

I love the idea of Power Automate Desktop.  I believe it has a great future, but I struggle recommending it because of all the issues that I have encountered using it.  I work in a hybrid environment, and for some reason it works differently when I am at home vs when I am at work.  Actually it is more reliable when I am working from home, I can't imagine why.  

I consistently am having connection issues to the cloud for some reason or another, my flows are saved to the cloud and if I cannot connect to that single point of entry.  I find that it is my weakest link, it's typically there that the whole thing falls apart.  Can we build PAD so flows can optionally be saved locally?
