Is it possible for me to run a flow when I plug in a USB device?

I have been wanting to run flows when I plug in my mouse but I can't find a way, please let me know if it's possible.

Not sure how to do it using flow. But i think using PowerShell script we can find USB device is connected or not and run it using PAD.
