I'm trying to run a desktop flow from a cloud flow, as I'm not the administrator of my machine, I asked our IT department to install the gateway and the service is up and running now, but I can't see the gateway on the list, do I need to also sign in from the gateway? would it solve the problem if they add me to the administrators group of the gateway?

If you log in to the Gateway from your PC then the connection will be in place for you in PAD. Failing that, your IT can share the Gateway with you via Gateways in PowerApps/Automate and make available to you only the connection types that they see fit:
