Create a List to hold a few columns. (Project ID, Description, Project Owner, Library, Record Creator)
Create a SharePoint to SharePoint Flow
On New List entry, create a new Doument Library with Name from [List] Project ID, a Description from [List] Description, with Advanced Permissions of Ownership set from [List] Project Owner.
After the flow creates the Document Library, it updates the [List] Library column to include a link to the newly made Doument Library
This would allow for a Project Site to have a very easily editable List to create a new project; that is easy to display on the site for end users, is easily searchable, sortable, and an end user can filter their own view to show only their owned projects.
