Allow drag and drop of flow actions despite a warning.

Ex. "This action cannot be moved because actions below depend on it".  When creating a flow I may decide it  has been structured incorrectly, perhaps I need to move my Update Row into the apply for each.  I was recently given this warning and had to delete and recreate several steps.  

Solutions

1) Provide a warning like "Are you sure you want to move this?  Actions below depend on it.

2) Another option is to allow selection of multiple actions so you are able to move them together.
