Problem statement: When "Run Only Users" option is used in MS Power Automate to share workflow with final users automatic mail is sent. Mail can't be disabled and content of the email is fixed. Usually it is treated as spam or cyber attack by stakeholders who are not familiar with technology.

- Allow developer who is sharing flow to decide if send email or not. Something similar like when PowerApps app is shared. Developer can disabled automatic mail to new users.
