Allow variable initialization within scope

Note: This is not a duplicate of Let us put Initialize Variables into a Scope if the Scope is at the top.

Initialization of variables should be allowed with limited scope, regardless of where they are in the flow.

Global variables: Power Automate currently supports only global variables, which cannot be safely modified in parallel branches or in loops with concurrency greater than 1.

Instance variables: Power Automate should allow variables to be initialized within a loop, such that the scope of the variable extends only to that instance of the loop. This way, loops with concurrency greater than 1 will not overwrite the values in other instances of the loop.

Local variables: Power Automate should allow variables to be initialized within scope containers, such that the scope of the variable extends only to that container.
