Change UI to decrease Vertical Scrolling

When designing a new Flow (on a laptop), if I add a new Action, I have a vertical Scroll bar in the Browser itself, another vertical scroll bar for the workflow page, a 3rd vertical scroll bar in the Choose an Action window. It would be much better if the Choose an Action box moved up automatically into the main body of the browser window so that we did not have to perform multipl vertical scrolls to see the items we want to add.
