Change the price plan of Azure's services

I want to change the price plan of Azure's services by Microsoft Flow without any development.

Scenario 1. Push button for changing upper price plan of Azure VM.

Scenario 2. Push button for changing lower price plan of Azure VM.

Scenario 3. Each morning for changing specific price plan of Azure Analysis Services.

Scenario 4. Each evening for changing mimimum price plan of Azure Analysis Serivces.

Scenario 5. Each weekend for changing mimimum price plan of Azure SQL Database.

I'd be interested in these things as well.

Primarily the ability to easily change the performance levels of Azure Sql databases.
