The context menu is disabled for the managed parent solution if there are patches installed for the same solution in the Dataverse environment. It is by-design and consistent with solutions layering mechanism to stop editing components in the parent solution. Read-only features like checking flows run history is blocked because Flow Details page is disabled which is not a good user experience and usability gap before a new solution version patch roll up is deployed. This user experience need enhancements from the UI and functionality perspective in the solution explorer.
