Similar functionality is aready available with OneDrive. After I take pictures on my Smartphone, the images are automatically uploaded to my OneDrive, and a bit of AI (Artificial Intelligence) is applied to tag images into logical / virtual groupings.
This MS Flow request is: Trigger #1 - when an image file is uploaded, e.g. to OneDrive; Google Drive
Trigger #2 - any new tweets with images, and tweet text filtered by user defined logic Trigger #3 - any new Instagram posts with images, and post text filtered by user defined logic
Trigger #4 - Facebook ...
Option #1. Create/update an Excel Sreadsheet with a row for each photo. Metadata on the photo is added to columns in the row. Metadata on each image MAY include things like 'generic' objects found in the photo (e.g. Cat, Baseball), and complex, multi-object collection identified by the AI (e.g. Baseball Stadium; Train Station). There should be a column for the Cloud URL.
Option #2. Perform all of the Object Recognition in option #1, and then email someone based on a user defined filter, where tthe photo metadata matched the user's criteria.
Option #3. Perform all of the Object Recognition in option #1, and then exercise other communication options
