We do not plan to allow the customization of the formatting of these emails. However, you can use rich text in the Approvals actions themselves (see here), and we plan on adding custom options to these actions (see here).

The Buttons for Send Email with Options is a handy thing but the buttons default to the bottom of the email body which falls below the body from the trigger email in my case. I would prefer the buttons be at the top of the body so the user sees and remembers to reply by choosing. Also, personalizing the message instead of 'Your Input is Requested' being the default. Also, as noted elsewhere, an option to reply with text would be nice.
