A flow should be able to change the permission of an item in a SharePoint List/document library; this is a very popular pattern in Sharepoint workflows
The following two actions should now be available:
1. Grant access to an item or a folder
2. Stop sharing an item or folder

It can't be long before MS implement a change permissions action in Flow. Plumsail looks great but will it become obselete quickly?

Microsoft can't implement actions for every scenario. That is where partners are good.
We can wait for Microsoft, probably they will implement it sometime later. But there are business tasks to solve right now.
Plumsail Actions is not only permissions management.
There are other actions in SharePoint connector. For example, for the creation of sites and lists from templates.
Documents and Folders management cross-site actions are coming.
Plumasail Actions also includes Documents connector that allows generation of documents (HTML, TEXT, DOCX) from different templates and conversion to PDF.
All of this for a single price.
Moreover, Plumsail Actions is a subscription-based service. You get updates while your subscription is active. And you can stop renewing your subscription and switch to out of the box actions later.

I have implemented this with REST calls to the SharePoint API as well as via Azure Functions, but it requires a LOT of configuration for a basic action. Please provide a wrapper for this. Thanks.
I have not tested as yet, but this should be possible with the REST endpoints. It is a bit more manual than a defined action but I have done this in a SPD 2013 workflow and it works fine.For reference: https://msdn.microsoft.com/en-us/library/office/dn531432.aspx
