trigger when new mail arives expansion

We would like expanison on the "when new mail arrives" . We have some peoples inboxes that are very high traffic and need to identify anytime we have a single point of failure. Therefore we want a flow to trigger anytime email comes into the persons inbox and they are the only person on the email. ie. email is sent with my eamil address in to field (and no toher email addresses in the to field) and no one in the cc field. 

 

would think that a simple count condition in each of those fields would work. then other could use that to trigger flows if ther over 20 people cc'd on an issue.
