First of All, Lets follow the HTML basic conventions:

1.

"<!DOCTYPE html><html><head><title>Your Title</title></head>
<body><img src="&JSON(PenInput1.Image,IncludeBinaryData)&" style='height:100px;border-bottom:1px solid #c1c1c1;'>
</body>
</html>"

2.  Try this flow:

 where the file name is the following expression ( U can customize it 😞

concat(concat(triggerBody()['Createfile_FileName'],'-',convertFromUtc(utcNow(), 'Pacific Standard Time','yyy-MM-dd')),'.html')

3.  Just in case check your Parameters from PowerApps to PowerAutomate.

I believe that you have a problem from the convert file using path step. Use the flow that I have added to this reply and try it, works great for me.
