The ability to configure "To clarify, did you mean:" for AI suggested topics to end users.

This occurs when trigger phrases causing topic confusions and AI would suggest existing topics. 
However,  this message isn't clear to some of the retail end users.  Some users keep answering "yes" or "no" and not click on the option buttons.  Chatbot authors wish to customize this message and at the same time working on reducing topic confusions.
