Help on how to send a self email reminder from excel

I am new to Power Automate, I am trying to create a flow that will send a reminder email to one of my team and a copy to me on specific dates before 7 days of "Delivery Date mm/dd/yy1" and till the delivery status got updated to "Completely", also in case "Partially" the due date should be considered from "Delivery Date mm/dd/yy2". The time zone is "(UTC+03:00) Riyadh - Arabia Standard Time". Dates in Excel are in (mm-dd-yyyy) format.

An email has to be sent for us as a reminder on those dates with the email subject "Our E-#" to my and my colleague's emails.  

Please help as this will save a lot of my time.
