Any idea to check if the topic is on or off ? Would like to turn off the topic when necessary

Hi All, 

 

anyone have the idea that how (or possible) to turn on / off the topic when some topic is temporary disable / unusable ?

 

For example

after the "Greeting" , then will go to "Topic A(some action)", but when the "Topic A" is unavailable, then I would like to use "Topic B(service unavailable) to replace the "Topic A" without changing any process. Like turn off the "Topic A" and then turn on the "Topic B)
