Hi EdRichardSRG,

How did you create your flow? To reproduce this issue, could you provide a screenshot of your flow?

I created a flow using this template, the flow worked and file can be created to another folder within the same site.

I also tried to create a flow to create a file to another folder on a subsite when a file was created on a site collection. This flow also worked. Below is a screenshot of this flow:
