Trigger a flow when an attachment is added to a SharePoint list

I have looked for this and there is one question similar marked solved because it wasn't an option so the person needed to vote for it to happen.  That was about 9 months ago so I am hoping it is possible now.

I need to create a workflow that is triggered when an attachment is added to a SharePoint list.  I want it to only happen when an attachment is added and not due to the modification of every field as that would happen too often.  I am creating a list that will have some information submitted and a grant application attached to it.  There are at least 4 approval stages for this but when it is rejected it is usually for clerical errors and needs to be resubmitted.  Once it is rejected I want to send an email to the submitter and then once they resubmit begin the approval process again.

Having the attachments sent in the email to the approver would also be great if possible.

The trigger "when an attachment is added to an item in SharePoint list" is not supported in microsoft flow currently,

I afraid that there is no way to achieve your needs in Microsoft Flow currently.

If you would like this feature to be added in Microsoft Flow, please vote for ideal that you mentioned,so it might be considered for future releases.
