Create an item if it cannot be found in another list

I would like create an item based on an identifier I created my own. However, when I tried to find the item by using filter query in Get-items. It is always showing error as "The expression "No. eq '2020-135'" is not valid. Creating query failed. clientRequestId: c22d3eb6-b14d-4b3c-985f-312e57ba06e2 serviceRequestId: c22d3eb6-b14d-4b3c-985f-312e57ba06e2". Could anyone tell me how should I use filter query correctly?

Found out the reason, because I used a "." in my column which should be "No_x002e_" in query because "." should has some special needs.
