Error 429 - What contributes to breaking the rate limit?

I have a fairly simple flow where I perform a "List rows" Excel function and then perform an update to another Excel table with the former's output. I repeat this 5 other times aggregating 6 spreadsheets into 1. What is odd is that I am getting the error early during the very first Apply To Each/Update loop.

 

In the log, I read a spreadsheet with 1k rows, then within the first 100 updates, I am receiving the error.

 

My question is what is constituting as a "call" to where I'm hitting this limit so early? Is each column in each row being tallied?

Could you please share a screenshot of the configuration of your flow?

 

If you have read a spreadsheet with more than 1000 rows, the apply to each for the 1000 rows is concurrently processed so your flow would run failed early then you expected.

Here is the first portion of the flow. As I mentioned, it's fairly simple in that it lists the row and immediately updates a row in another sheet. However, it does take 12 minutes to finish the Apply to each step, so I'm not sure how I'm breaking that rate limit immediately.

I changed the concurrency of the Apply to each step from 4 to 2, and that seems to have avoided this issue for now.
