FLOW Error: EMAIL "is not in your organization's directory"

When I try to enter an external email, not within my company, I get this error. This is indicating I can't send a FLOW email to anyone outside my company.  This has not always been the case.  What are the settings or changes that need to be made to send FLOW emails outside of an organization?

Could you please share a screenshot of your flow’s configuration?

Which connector do you use in "send an email" action of your flow?

I have made a test on my side and the flow works well. My flow configuration as below:2.JPG

Here is a partial snapsot of the FLOW. Thanks for any help. Strangely, this has worked in the past when I created it. I haven't made any changes but a NEW ADMIN has been involved in our OFFICE365 which gives me suspicion.
